Mayor election campaign management
How a mayor is chosen depends on the state. Where voters elect the mayor directly, it is a city-wide campaign the size of several assembly seats. Where corporators elect the mayor, the post is won by building a majority in the council, which starts with winning wards. We plan for both.
- Direct election
- Voters elect the mayor in some states, e.g. Uttar Pradesh, Madhya Pradesh, Haryana, Uttarakhand
- Indirect election
- Corporators elect the mayor in others, e.g. Karnataka, Maharashtra
- Conducted by
- State Election Commission
- Reservation
- The mayor's post is often reserved by rotation
Whether the mayor is elected directly by voters or by corporators depends on the state's municipal law.
What a mayoral campaign has to get right
First, know which system your city uses
Direct and indirect mayoral elections need completely different campaigns. Your state's municipal act, the reservation of the mayor's post for this term and the council's size decide the whole plan, so we confirm these before anything else.
A direct mayoral race is a city-wide campaign
When voters elect the mayor, the candidate has to reach every ward of the city — often more voters than several assembly constituencies. That needs a city-wide message, a strong media and social presence, and booth coverage across hundreds of polling stations.
An indirect race is won in the wards
Where corporators elect the mayor, the mayoral campaign is really the ward campaign: winning enough seats for a council majority, supporting allied ward candidates, and keeping elected corporators together until the mayoral vote.
The candidate's reputation carries the city
A mayoral candidate is judged on credibility for running a city — roads, water, waste, transport. Reputation work, clear plans for civic problems and visible media presence matter more than in a single-ward contest.

Mayor election: questions candidates ask
Is the mayor elected directly by voters in India?
It depends on the state. In states such as Uttar Pradesh, Madhya Pradesh, Haryana and Uttarakhand, voters elect the mayor directly. In many others, including Karnataka and Maharashtra, the elected corporators choose the mayor from among themselves. Check your state's municipal act for the current rule.
How is the mayor of Bengaluru chosen?
The mayors of Bengaluru's five new corporations are chosen after the ward elections, by the elected councils. So the route to the mayor's post runs through winning wards in the GBA elections.
What does a mayoral campaign need that a ward campaign does not?
City-wide reach: a message that works across very different neighbourhoods, media and social presence, and either booth coverage for the whole city (direct elections) or a coordinated slate of ward candidates (indirect elections).
